EVERGREEN SCHOOL DISTRICT

BLACK APRIL COMMEMORATION

Resolution # 11/2023-24 

(Introduced by Mary Hiền Pollett and Approved by Evergreen School District 04/14/2024)

WHEREAS, April 30, 1975, marks a tragic day steeped in tears and loss for the South Vietnamese people, signifying the fall of Saigon to the communists, and as April 30, 2024, commemorates the 49th anniversary of this event; and

WHEREAS, the Vietnam War represented a profound tragedy for many Vietnam and Vietnam-era veterans directly involved in the conflict, as well as for Vietnamese Americans who have since resettled in the United States, resulting in significant suffering and the loss of American, Vietnamese, and Southeast Asian lives; and

WHEREAS, following the Fall of Saigon, millions of Vietnamese and their families sought refuge in surrounding areas and the United States, including former military personnel, government officials, and individuals who had supported the United States during the war; and

WHEREAS, in the late 1970s to mid-1980s, hundreds of thousands of Vietnamese undertook perilous journeys by sea aboard small wooden boats, risking their lives to flee Vietnam. These refugees reached camps in Thailand, Malaysia, Indonesia, the Philippines, and Hong Kong, with approximately half perishing at sea; and

WHEREAS, the United States Census Bureau reported over 788,000 Vietnamese-Americans living in California in 2020, with 154,000 Vietnamese-Americans residing in Santa Clara County in the same year; and

WHEREAS, it is imperative to educate our children and future generations about the Vietnam War and its aftermath, including the plight of Vietnamese refugees, which serves as a powerful testament to the values of freedom and democracy; and

WHEREAS, we must actively recommit ourselves to the principles of human rights, individual freedom, sovereignty, and equal protection under just and democratic laws; and

WHEREAS, the vast majority of Vietnamese-Americans recognize and embrace the Vietnamese Heritage and Freedom Flag, also known as the former Republic of Vietnam, a yellow flag with three horizontal of red stripes (Cờ Vàng Ba Sọc Đỏ), as the flag of the Vietnamese-American Community; and

WHEREAS, the Evergreen School District will recognize the Vietnamese Heritage and Freedom Flag of South Vietnam (Cờ Vàng Ba Sọc Đỏ) as the flag of the Vietnamese-American community within the Evergreen Elementary School District; and

WHEREAS, Vietnamese American communities will observe April 30, 2024, as Black April, a day dedicated to remembrance and the reaffirmation of principles such as freedom of religion, expression, press, and Internet freedom; now, therefore,

BE IT FURTHER RESOLVED that the Board of Education of the Evergreen School District acknowledges:

1.  The District hereby recognizes and reaffirms the Vietnamese Heritage and Freedom Flag, comprising three red stripes upon a field of gold (Cờ Vàng Ba Sọc Đỏ), as the cultural and heritage flag of the District’s Vietnamese-American community and as a symbol of the community’s continued struggle for freedom and liberty for the people of Vietnam; and

2.  The District commemorates the anniversary of the Fall of Saigon on April 30, 1975, and acknowledges and recognizes the Vietnamese-American community’s commitment to the principles of democracy, justice and the protection and advancement of human rights on which the United States was founded; and

3.  The Board of Trustees encourages the recognition, commemoration, and honoring of the commemoration of the Fall of Saigon, also known as Black April, each year at the District’s school sites including the teaching and discussion of the significance of the impact of the Fall of Saigon on the lives of Vietnamese-Americans and the contributions of the Vietnamese-American community to the enrichment of our language, perspective and cultural diversity of San José, our Evergreen community and our school district; and

4. The District encourages our Vietnamese American students and staff to share their family’s history, values and to wear appropriate Vietnamese American attire that reflect their family history, heritage and culture; and

5.  The Board of Trustees invites and encourages staff and students of all cultural backgrounds to participate in the commemoration and discussion to better understand the history that helped shape San José, our Evergreen community and our school district as who WE are today.

Nghị Quyết (Resolution) # 11/2023-24 

XÉT RẰNG, Ngày 30 tháng 4 năm 1975, đánh dấu một ngày bi thảm đầy nước mắt và mất mát của người dân miền Nam Việt Nam, đánh dấu sự thất thủ của Sài Gòn vào tay cộng sản, và vì ngày 30 tháng 4 năm 2024, tưởng niệm 49 năm sự kiện này; và

XÉT RẰNG, Chiến tranh Việt Nam tiȇu biểu cho một bi kịch sâu xa đối với nhiều cựu chiến binh Việt Nam và thời kỳ chiến tranh Việt Nam đã trực tiếp tham gia vào cuộc chiến, cũng như đối với những người Mỹ gốc Việt đã từ đấy định cư tại Hoa Kỳ, hậu quả của những đau khổ và mất mát đáng kể cho người Mỹ, người Việt, và sinh mạng người  Đông Nam Á; và

XÉT RẰNG, sau sự Thất thủ của Sài Gòn, hàng triệu người Việt Nam và gia đình họ đã tìm nơi ẩn náu ở các vùng lân cận và Hoa Kỳ, bao gồm các cựu quân nhân, viȇn chức chính phủ và những cá nhân đã hỗ trợ Hoa Kỳ trong chiến tranh; và

XÉT RẰNG, vào cuối những năm 1970 đến giữa những năm 1980, hàng trăm ngàn người Việt Nam đã thực hiện những chuyến hành trình nguy hiểm bằng đường biển trên những chiếc thuyền gỗ nhỏ, liều mạng chạy trốn khỏi Việt Nam. Những người tị nạn này đến các trại tỵ nạn ở Thái Lan, Malaysia, Indonesia, Philippines và Hồng Kông, với khoảng một nửa thiệt mạng trên biển; và

XÉT RẰNG, Phòng Thống Kȇ Dân số Hoa Kỳ đã báo cáo có hơn 788.000 người Mỹ gốc Việt sống ở California vào năm 2020, với 154.000 người Mỹ gốc Việt cư trú tại Quận Santa Clara trong cùng năm; và

XÉT RẰNG, điều cấp thiết là giáo dục con em chúng ta và các thế hệ tương lai về Chiến tranh Việt Nam và hậu quả của nó, bao gồm cả hoàn cảnh khó khăn của người tị nạn Việt Nam là minh chứng mạnh mẽ cho các giá trị tự do và dân chủ; và

XÉT RẰNG, chúng ta phải tích cực tái cam kết các nguyên tắc về nhân quyền, tự do cá nhân, chủ quyền và bảo vệ bình đẳng theo luật pháp công bằng và dân chủ; và

XÉT RẰNG, Lá cờ Tự do và Truyền Thống Việt Nam của miền Nam Việt Nam (Cờ Vàng Ba Sọc Đỏ) mang ý nghĩa sâu sắc đối với người Mỹ gốc Việt tìm kiếm tự do và cơ hội ở Hoa Kỳ, thúc đẩy việc công nhận và sử dụng lá cờ này làm biểu tượng chính thức đại diện cho Cộng Ðồng người Mỹ gốc Việt trong Học Khu Tiểu Học Evergreen; và

XÉT RẰNG, các cộng đồng người Mỹ gốc Việt sẽ coi ngày 30 Tháng 4 năm 2024 là Ngày Tháng Tư Đen, một ngày dành để tưởng nhớ và tái khẳng định các nguyên tắc như tự do tôn giáo, phát biểu ý kiến, báo chí và tự do Internet; do đó,

ĐƯỢC QUYẾT ĐỊNH THÊM RẰNG, Hội Ðồng Giáo Dục của Học Khu Evergreen công nhận: 

1. Học Khu tại đây công nhận và tái khẳng định lá Cờ Tự do và Truyền Thống Việt Nam gồm ba sọc đỏ trên nền vàng (Cờ Vàng Ba Sọc Đỏ), là lá cờ văn hóa và truyền thống của cộng đồng người Mỹ gốc Việt trong Học Khu và là biểu tượng của sự đấu tranh không ngừng của cộng đồng cho sự tự do và các quyền tự do căn bản cho người      Việt Nam; và

2. Học Khu tưởng niệm ngày Sài Gòn thất thủ vào ngày 30 tháng 4 năm 1975, và công nhận sự cam kết của cộng đồng người Mỹ gốc Việt đối với các nguyên tắc dân chủ, công lý và sự bảo vệ và tiến bộ nhân quyền mà từ đó Hoa Kỳ được thành lập; và

3. Ban Quản Trị Học Khu khuyến khích việc công nhận, tưởng niệm và tôn vinh lễ tưởng niệm Ngày Sài Gòn Thất Thủ, còn gọi là Tháng Tư Đen, hàng năm tại các trường học trong Học khu bao gồm cả việc giảng dạy và thảo luận về ý nghĩa của sự Thất Thủ của Sài Gòn tác động lȇn đời sống của người Mỹ gốc Việt và những sự đóng góp của cộng đồng người Mỹ gốc Việt trong việc làm phong phú thêm ngôn ngữ, quan điểm và sự đa dạng văn hóa của San José, cộng đồng Evergreen và học khu của chúng ta; và

4. Học khu khuyến khích học sinh và nhân viên người Mỹ gốc Việt chia sẻ lịch sử, giá trị của gia đình họ và mặc trang phục người Mỹ gốc Việt thích hợp nhằm nói lȇn lịch sử, di sản và văn hóa của gia đình họ; và

5. Hội đồng Quản trị mời và khuyến khích nhân viên và học sinh thuộc mọi nền văn hóa tham gia lễ tưởng niệm và thảo luận để hiểu rõ hơn về lịch sử đã giúp hình thành nên San José, cộng đồng Evergreen và học khu của chúng ta như CHÚNG TA ngày nay.
